Constants for externally-supplied patient enrichment data.

Enrichment rows reach criteria matching as Observation-shaped entries under a Bitfount-minted code system, so an ObservationCriterion matches them with no new criteria vocabulary. The minted system is deliberately distinct from LOINC/SNOMED: observation code matching compares systems for exact equality, so a minted code can never collide with a real one.
